Public-Private Partnership (PPP) Center Deputy Executive Director Eleazar E. Ricote served as one of the speakers at the Climate Finance Network – United Nations Development Programme (CFN-UNDP) Inception Workshop on March 22, 2022.

He discussed the Risk Resiliency Program (RRP) and Investment Portfolios for Risk Resilience (IPRRs), both of which form part of the partnership between PPP Center and the Department of Environment and Natural Resources as a holistic and collaborative approach in the Philippine PPP program’s efforts to mainstream risk resiliency and climate change into PPPs in the country.

The RRP is DENR’s program for selected climate-vulnerable local government units (LGUs), composed of twelve (12) provinces and four (4) major urban areas. It aims to enhance climate and disaster-resiliency of communities in targeted areas and integrate climate change and disaster risk reduction in the development process of LGUs.

Through the technical assistance of the Asian Development Bank and Urban Climate Change Resilience Trust Fund, a pool of experts was hired to assist in the preparation of resilience roadmaps and IPRRs. These IPRRs will compose of potential PPP projects in emerging climate change and resilient sectors such as water supply and sanitation, solid waste management, health, renewable energy, drainage and flood control, and green vertical infrastructure.

Attended by national governmental, multilateral, bilateral development partners, think tanks, CSOs and private stakeholders, the CFN Inception Workshop was convened to strategize and plan out how to harness the momentum in climate finance reforms and initiative across governments and mobilize public, private and blended climate finance.
