With the gradual and safe opening of the economy, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) is seeking private sector partners through Private Public Partnership (PPP) and joint venture arrangements in developing Tourism Enterprise Zones (TEZ) in the country in an effort to jumpstart the tourism industry.

A priority TEZ for development is the Clark TIEZA-TEZ located along Prince Balagtas Extension, Clark Special Economic Zone. The Clark TIEZA-TEZ is a 20-hectare greenfield property master planned to be developed into a sustainable integrated tourism complex envisioned to be an all-day tourist destination that will host an array of tourism enterprises such as a premiere shopping outlet, theme park, hotels, villas, and MICE facility. TIEZA envisages the Clark TIEZA-TEZ to be a globally recognized integrated premier shopping destination that offers a fulfilling and enjoyable tourism experience for an inclusive and sustainable socio-economic growth that is smart, disaster resilient and people friendly tourism estate.

The property is strategically located near the New Clark Airport, making it highly accesible to tourists and the perfect “travel bubble” in Central Luzon where tourists need not go out of the zone to enjoy different touristic activities or to avail of services they need. Poised as the next business and tourism hub, Clark is a prime investment destination infused with government infrastructure support projects such as Subic Freeport, major expressways i.e. Subic Clark Tarlac Expressway, and future infrastructure developments in nearby areas such as Bulacan Airport and Clark railway.

Initially, TIEZA is putting forward the development, operation, and maintenance of the 3-Star Hotel (Businessman’s Hotel) Project for a joint venture (JV) arrangement with a private partner. The Project is one of the tourism enterprises identified as part of the Clark TIEZA TEZ. The Project will cater to the mid-market clientele or visitor of the TEZ as well as the expected increase in tourist visitors due to the expansion of the operation, and Clark International Airport. Recently, TIEZA published the second round of Competitive Selection for the development, operation, and management of the Project. While the other viable investment opportunities will also be available for investments through Joint Venture with TIEZA.

By virtue of the Tourism Act of 2009, TIEZA was established as an attached agency to the Department of Tourism (DOT), and is mandated to designate, regulate, and supervise the TEZs in the country and encourage investments therein. Through the promulgation of the TIEZA Joint Venture Guidelines, TIEZA is keen on tapping private sector as tourism development partners. With assistance from PPP Center, TIEZA is continuously developing a robust pipeline of sustainable and viable tourism PPP projects.
