Special Topic on Sectoral PPPs: Water PPP Projects

The Public-Private Partnership (PPP) Center conducted one of its programmed online capacity building activities (OCBA) titled Special Topic on Sectoral PPPs: Water PPP Projects on November 22, 2022 via Zoom.

The OCBA, which was held in partnership with Infrastructure Asia, highlighted the water sector as an avenue where PPPs can be tapped to deliver efficient, value-for-money-driven infrastructure projects not just for water districts but also for local government units (LGU).

The training team was composed of resource persons, which included Atty. Maria Cristina Magdalena F. Villanueva, Senior Partner at Tantoco Villanueva and De Guzman Law Offices, and Dir. John Dominic Z. Zafe, Assistant Director of the PPP Center’s Project Development Service.

In addition, Infrastructure Asia nominated Engr. Gregg Barton, Associate Partner, Ernst and Young Solutions LLP, and Engr. Jason Tan, Director of Engineering, Binnies-an RSK company, to share Singapore’s experience and its key considerations as regards international water PPPs implemented by looking into several Singapore water PPP projects as case studies.

Several LGUs participated in the OCBA which include the Provincial Governments of Bataan, Nueva Vizcaya and Zamboanga del Sur; the City Governments of Butuan and Cagayan de Oro’ the Municipal Governments of Gumaca, Quezon and Maramag, Bukidnon. The local Water Districts of Batac, Jaen, Candaba, Metro Iloilo, Orani and Panabo; the Metropolitan Waterworks and Sewerage System, the Mindanao Development Authority; and non-profit organization Water.org also attended the session.

Majority of the participants are mid-level to senior managers tasked with developing, monitoring, and managing their respective water projects.
