Four groups submitted today their pre-qualification documents to the Department of Public Works and Highways’ Special Bids and Awards Committee(DPWH-SBAC) formalizing their interest to bid for the P35.42-Billion expressway project that will connect the provinces of Cavite and Laguna.

The four groups that submitted their pre-qualification documents for the Cavite-Laguna Expressway (CALAX) Project are Alloy MTD Philippines Inc.; Team Orion, the consortium AC Infrastructure Holdings Inc., Aboitiz Land Inc., Macquarie Infrastructure Holdings Philippines, Bouygues Travaux, Egis Road Operations and Korea Expressway Corp.; Consortium of Metro Pacific Tollways Development Corporation (MPTDC) and Leighton Contractors (Philippines) Inc.; and Optimal Infrastructure Development Inc. of San Miguel Corp.

DPWH is set to announce the list of prequalified bidders for the project on November 4, 2013, while a Pre-Bid Conference will be held on November 19, 2013. The submission of bids is tentatively set for January 2014.

For the CALAX project, the private partner shall finance, design, construct, operate and maintain the 47 kilometers close-system toll expressway starting from the existing Cavite Expressway (CAVITEX) and ending at South Luzon Expressway (SLEX) Mamplasan Interchange in Binan, Laguna.  This covers the 28.9 km Cavite Section from Kawit to Silang, Cavite and the 18.1 km Laguna Section from Silang, Cavite to SLEX.

The highway project aims to provide safe and high-speed access to major industrial estates and urban development areas in the Cavite and Laguna provinces decongesting existing major  roads in the region. This in return would spur trade and economic activities within the CALABARZON region.

CALAX is one of the DPWH pipelined projects earmarked for development under this administration, together with other highly important PPP projects. It is part of the bigger master plan based on the High Standard Highway Master Plan for Expressways and Tollways developed by the agency in 2010.
