The  public-private partnership (PPP) option available to local governments in Cebu province was highlighted by the PPP Center during  the 2nd Cebu Local Governance and Development Forum on October 26, 2011 at the Marco Polo Hotel in Cebu City.

Organized by theCBC-StrategicStudiesCenterand the USC-Political Science Department, the Forum focused on good governance as key to higher productivity and national competitiveness, of which infrastructure development is a major component.

Mr. Guillermo Luz, Private Sector Co-Chair of the National Competitiveness Council, spoke on policy and procedural reforms to engage private sector participation in key infrastructure sectors through PPPs.

Director Eleazar Ricote of thePPPCenter’sCapacityBuildingand Knowledge Management Service discussed how the PPP program can harness private sector finance and efficiencies in the conduct of infrastructure and development projects. He noted that these are critical building blocks for national growth and competitiveness.

“Infrastructure and development projects which are formulated,  reviewed and implemented through PPPs and which have utmost regard for good governance, and its elements of transparency, accountability and the rule of law, will certainly lead to growth and competitiveness, both at the national and local levels,”  Ricote stressed.

Also present in the forum was the Asia Foundation which presented its findings in a recent governance survey among local government units.

The Local Governance and Development Forum is a venue whereCebu’s business leaders, local government executives and members of the academe engage in dialogues on recent development trends and prospects.
