August 7, 2011 – The Daang-Hari SLEX Road Project proceeds smoothly with its implementation on schedule as it holds a pre-qualification conference for prospective bidders today.  The PHP 1.96 Billion road project is part of Government’s PPP priority projects slated to be rolled out this year.

“We are certainly within our target for the Daang Hari Project. This is a big boost for PPP in the Philippines and it sends a good message to our investors that we have the capacity to work within the project schedules while ensuring transparency in all aspects of the bidding and implementation process,” PPP Center Deputy Executive Director Cosette V. Canilao said.

Around 18 prospective bidders attended the pre-qualification conference held by the Department of Public Works and Highways.  Secretary for Public Works and Highways Rogelio Singson assured those who have not attended the pre-qualification conference that they can still purchase the invitation documents until September.

The DPWH will publish a Supplemental Bid Bulletin clarifying and addressing the concerns raised by prospective bidders during the conference.

Prospective bidders have until September 16, 2011 to submit its qualification documents, after which, the DPWH as the project’s implementing agency will evaluate all bids and determine which among the prospective bidders are pre-qualified.

Prospective bidders are invited to finance, design, construct and maintain the Daang-Hari-SLEX Link Road Project, which is undertaken through a solicited mode of procurement.

When completed, Daang Hari will ease and decongest traffic within the Cavite, Las Piñas and Muntinlupa, significantly cutting back travel time from Daang-Hari Road to the Alabang Interchange.

The PPP Center, meanwhile, strengthens the capacity of project proponent agencies (PPAs) which include local government units, to ensure that a steady stream of viable and well-structured PPP projects are developed for tendering and award.

PPP Center technical assistance to PPAs also covers capacity-building to manage bidding processes and project monitoring. Technical assistance to PPAs is derived by the PPP Center from a Project Development and Monitoring Facility (PDMF).
