The Implementing Rules and Regulations (IRR) Committee of the Public-Private Partnership (PPP) Code of the Philippines convened on February 21, 2024 at the NEDA Board Room to deliberate on the latest draft of the IRR.
Chaired by NEDA Secretary Arsenio M. Balisacan, the members of the IRR Committee discussed the results of the series of stakeholder consultations conducted since early January.
PPP Center Assistant Secretary Jeffrey I. Manalo presented the latest draft of the IRR prepared by the IRR Committee Technical Working Group for further review and comments. The draft was also published on the PPP Center’s website on February 17, 2024, with comments, inputs, and feedback from stakeholders open until March 8, 2024.
The public consultations being conducted by the IRR Committee represent an inclusive approach to ensure that the IRR aligns with sector-specific realities and challenges, and aimed at establishing an effective PPP policy environment in the country.
Before its finalization, another round of consultations will be held on March 1, 2024 for the public sector and on March 4, 2024 for the private sector.
The final draft of the IRR will be presented for approval at the 3rd IRR Committee meeting scheduled for March 18, 2024.
The PPP Code IRR Committee is composed of the Secretaries of the Department of Finance, Department of Budget and Management, Department of Justice, Department of Trade and Industry, Department of the Interior and Local Government, Department of Environment and Natural Resources, Chairperson of the Commission on Higher Education, the Executive Secretary, and the Executive Director of the PPP Center.
The PPP Code of the Philippines, signed into law on December 5, 2023, and effective since December 23, 2023, mandates the IRR Committee to promulgate the IRR within 90 calendar days from the effectivity thereof, or by March 23, 2024.
