The Implementing Rules and Regulations (IRR) Committee of the Public-Private Partnership (PPP) Code conducted an information and consultation session with public sector stakeholders on January 29, 2024 at the Asian Development Bank (ADB) Headquarters in Mandaluyong City and online via Zoom.
In her opening remarks, National Economic and Development Authority (NEDA) Undersecretary for Legislative Affairs Krystal Lyn T. Uy encouraged the representatives from government entities present to contribute their valuable insights to help create an IRR that is aligned with sector-specific realities and challenges.
“We have always recognized that PPPs will not be possible without the cooperation between the public and private sectors. Today we are making sure that the perspectives of the government implementing agencies, who are at the frontline of delivering much needed public services, are heard,” said Undersecretary Uy.
Over 200 representatives from national government agencies, government-owned and controlled corporations, government financial institutions, government instrumentalities with corporate powers/government corporate entities, ecozone authorities and water districts joined the discussions both onsite and online.
Among the onsite attendees were representatives from the Department of Public Works and Highways, Philippine Institute for Development Studies, Tagum Water District, Department of Transportation, Tourism Infrastructure and Enterprise Zone Authority, Small Business Corporation, Power Sector Assets and Liabilities Management Corporation, and National Kidney and Transplant Institute. While representatives from Bases Conversion and Development Authority, Civil Aviation Authority of the Philippines and Department of Agriculture were among the online participants.
The salient features of the PPP Code as well as the proposed provisions of its IRR were presented by PPP Center Deputy Executive Director Jeffrey I. Manalo and Director Phebean Belle A. Ramos-Lacuna.
During the session, attendees onsite and online were given the opportunity to ask questions, raise their concerns, and share their recommendations and suggestions in the development of the IRR. A panel of representatives from the PPP Code IRR Committee answered questions from the various implementing agencies.
The consultation session with the public sector was organized in partnership with the ADB.
Since early January, the IRR Committee has been conducting online and in-person stakeholder consultations and information sessions on the PPP Code and its proposed IRR.
Pursuant to Section 34 of the PPP Code, the IRR Committee shall promulgate the IRR within 90 calendar days from its effectivity or on March 23, 2024.
