In its bid to empower Implementing Agencies (IAs) to deliver well-structured climate resilient PPP projects, the Public-Private Partnership (PPP) Center, with the Asian Development Bank (ADB), and the Urban Climate Change Resilience Trust Fund (UCCRTF), partnered with the Department of Environment and Natural Resources (DENR) to conduct a validation workshop to verify datasets used to develop the Resilience Roadmap and the Investment Portfolio for Risk Resilience (IPRR) of participating Metro Manila LGUs. The workshop is a component of the DENR’s Risk Resiliency Program (RRP) and was conducted at the Hive Hotel and Convention Center on September 23, 2022.

The Risk Resiliency Program, which will produce an IPRR for each of the targeted provinces and urban areas, will recommend actions and investments to manage risks and address vulnerabilities in the form of specific resilience programs and projects in these LGUs. The proponents will then be able to identify potential climate-resilient PPP projects from these IPRRs.

Speaking before participants of the workshop, PPP Center Executive Director Ma. Cynthia C. Hernandez emphasized the Center’s commitment to assist DENR in assessing and identifying projects using IPRRs suitable for private sector financing under PPP arrangements.

“This is highly important now since we have a limited fiscal space,” the PPP Center chief added.

The DENR’s RRP will enhance the climate and disaster resiliency of the targeted 24 provinces and 4 urban areas identified as climate-vulnerable LGUs. The resiliency program will integrate climate change and disaster risk reduction activities into the development projects of these LGUs.
