The Public-Private Partnership (PPP) Center launched its new e-Learning module on Building the Resilience of PPP Projects to Climate Change and Disaster Risk by conducting an online capacity building activity (OCBA) titled Special Topic on Climate Change and Disaster Risk Resilience from February 27 to March 3, 2023.

As one of the emerging sectors in PPPs, the Center developed this module to inform select institutions and development partners involved in PPPs about the impacts of climate change and disaster risk, and the importance of making more resilient and sustainable PPP projects.

According to the 2021 Climate Risk Index and 2021 World Risk Report, the Philippines ranked within the top 10 for the most affected by weather-related events and highest risk from disasters given its high population exposure and vulnerability, as well as the low capacity of its communities and institutions to cope and adapt. PPP projects, like any other infrastructure, if damaged by these events, would hamper economic activities, human mobility, and delivery of basic essential services including health, education, water, and energy.

The OCBA was delivered in a combination of synchronous and asynchronous methodologies wherein the participants were required to attend two live webinars on February 27 and March 3, 2023 via Zoom, and complete the self-paced e-Learning module from February 28 to March 2, 2023 via the Center’s Cast Learning Management System (LMS).

The opening session provided the participants with an orientation on PPPs and a walkthrough of Cast LMS, while the closing session was held to address questions and clarifications on the content of the module.

The resource persons engaged during the live webinars were Director Feroisa Francisca T. Concordia from the Capacity Building and Knowledge Management Service, Assistant Director John Dominic Z. Zafe and Ms. Ma. Czarina R. Pelagio from the Project Development Service of the PPP Center, and National Consultant Susan Rachel G. Jose of the Asian Development Bank.

Around 50 participants from the following agencies attended the OCBA: Intramuros Administration, Department of Public Works and Highways, Metropolitan Waterworks and Sewerage System, Climate Change Commission, National Economic and Development Authority, UP Resilience Institute, Department of the Interior and Local Government, the Provincial Government of Davao Del Norte, and the City Governments of Makati, Balanga, Iloilo, and Mandaue.
