
The Public-Private Partnership (PPP) Center rolled out the Introduction to the PPP Code and its Implementing Rules and Regulations (IRR) on May 9-10, 2024, at the PPP Center Board Room, online via Zoom, and livestreamed on the Center’s Facebook and YouTube pages. This initial capacity building activity (CBA) is intended for National Government Agencies (NGAs), Government-owned-and-controlled Corporations (GOCCs), and Government Financial Institutions (GFIs).
Led by Deputy Executive Director Jeffrey I. Manalo and Director Feroisa Francisca T. Concordia of the Capacity Building and Knowledge Management Service, the two-day session provided an updated view of the Philippine PPP Program, including concepts and PPP institutions under the new legal framework. Additionally, the session directed the participants on the new roles of national implementing agencies (IAs) and the processes to be undertaken for solicited and unsolicited PPPs.
Atty. Cyris Ann A. Ng-Santiago, Assistant Director of the Center’s Capacity Building and Knowledge Management Service, highlighted in her opening remarks the significance of the PPP Code and its IRR in further advancing responsible and sustainable infrastructure development in the country.
With over 400 esteemed participants from various NGAs, GOCCs, GFIs, and line agencies in the regions, the session facilitated active engagement and knowledge sharing among the participants and the resource persons. The participants, especially those with existing PPP projects in the pipeline, were urged to share their actual experiences and concerns in order to facilitate a more relatable discussion.
Atty. Phebean Belle A. Ramos-Lacuna, Director of the Center’s Policy Formulation, Project Evaluation and Monitoring Service, expressed her gratitude to all the attendees during her closing message and stressed the importance of continued collaboration and communication in furthering the goals of the Philippine PPP Program.
