The Public-Private Partnership (PPP) Center, in partnership with the Regional Development Council (RDC) – Cagayan Valley and National Economic and Development Authority (NEDA) – Region II, conducted an in-person capacity building activity (CBA) titled “Project Development Assistance Center (PDAC) Sector Specialist Congress and PPP CBA” on July 31 to August 1, 2024 at the NEDA-RDC Office, Tuguegarao City.
Under the RDC Resolution No. 02-14-2019, the PDAC was reactivated to provide technical assistance to Regional Line Agencies (RLA), Local Government Units (LGU), and State Universities and Colleges (SUC) in the preparation of business case models, feasibility studies, and project proposals, through capacity building, technical assistance and advisory services, and resource mobilization and matching.
The objective of the activity was to update the region’s stakeholders on the salient features of the PPP Code and its IRR, primarily on the opportunities for economic and infrastructure development in the region, and provide participants with the necessary knowledge, methodologies, and skills in the preparation of PPP project concept notes (PCNs).
The PPP Center, through its Capacity Building Division, was tapped by the RDC to develop and strengthen the competence of the PDAC members and target implementing agencies in the identification and initial preparation of potential PPP projects. With its expanded role, the Center also cascaded updated information on the new PPP legal framework given the updated process, requirements and updated PPP institutions.
Director Feroisa Francisca T. Concordia of the Capacity Building and Knowledge Management Service led the Day 1 session which focused on the Philippine PPP Program, PPP concepts, PPP institutions, and the salient reforms under the PPP code and its IRR. Meanwhile, Ms. Tania Kate B. Fallena of the Project Development Service led the Day 2 session on project identification and PPP PCN development.
Participants were members of the PDAC Steering Committee, composed of representatives from NEDA (Chair), Department of Public Works and Highways (Co-Chair), Department of the Interior and Local Government, Department of Trade and Industry, Department of Agriculture, Department of Environment and Natural Resources, Department of Science and Technology, Cagayan State University as SUC Representative, and Provincial Government of Nueva Vizcaya as LGU Representative; and the PDAC Project Team (Sector Specialist) composed of regional agencies such as Bureau of Fisheries and Aquatic Resources, Cagayan Economic Zone Authority, Cooperative Development Authority, Department of Education, Department of Health, Department of Labor and Employment, Department of Tourism, Department of Social Welfare and Development, Environmental Management Bureau, National Irrigation Administration, Office of Civil Defense, and the Philippine Ports Authority.
Representatives from LGUs including the City Governments of Cauayan, Ilagan, Santiago, Tuguegarao and Provincial Governments of Cagayan, Isabela, and Quirino; and SUCs, such as Batanes State College, Isabela State University, Nueva Vizcaya State University, and Quirino State University also participated in the session.
