The Public-Private Partnership (PPP) Center is publishing a guidebook for local government units (LGUs) who plan to undertake Joint Ventures (JVs) for their PPP projects. The “Guidebook on Joint Venture for Local Government Units” is a knowledge product developed by the PPP Center in close coordination with the National Economic and Development Authority (NEDA) and the Cities Development Initiative for Asia (CDIA). The guidebook is being launched at the New Dawn Hotel, Cagayan de Oro City, on July 24, 2019 during the Regional Orientation-Workshop on PPPs: Joint Venture Agreements.

As part of the capacity building efforts being implemented by the Center, the guidebook offers LGUs instructions and insights on how to do PPPs through JVs from the crafting of a local JV ordinance to the competitive process of selecting a JV partner.

NEDA Undersecretary Adoracion Navarro and PPP Center Deputy Executive Director Eleazar Ricote led the launch, which culminated with a ceremonial turnover of the guidebook to Cagayan de Oro City Mayor Oscar Moreno. Mayor Moreno encouraged the LGUs to structure their projects well, so that their “PPP deals become best practices that will be talked about.”

In his opening remarks, PPP Center Deputy Executive Director Eleazar E. Ricote said, “JVs are PPPs and local contracting entities such as LGUs and water districts develop them or receive unsolicited proposals. But we need to clearly establish legal and procedural requirements and ensure the integrity of its processes through due diligence. This guidebook and other PPP Center knowledge products are inputs to that. The guidebook is a working document and will be continually improved, consistent with the Center’s evolving Local PPP Strategy.”

Meanwhile, Undersecretary Navarro urged local implementing agencies to “maximize opportunities for sub-national PPPs,” especially in implementing their critical development projects. She emphasized that PPP is not just a financing option, but altogether, a new way of project implementation.

The PPP Center will be conducting other Regional Orientation-Workshops on PPPs: Joint Venture Agreements in Iloilo in August and Batangas in September 2019.
