The Public-Private Partnership (PPP) Center, in partnership with the World Bank Group (WBG), conducted a Business Model Workshop for Local Government Units (LGU) on August 20-22, 2024. The event was held at the Park Inn Hotel by Radisson North EDSA, Quezon City, and online via Zoom.
The LGU Business Model Workshop is an integral part of the WBG’s technical assistance to establish a robust local PPP program and provide valuable insights and feedback for improving local PPP implementation in the Philippines. WBG engaged the consulting services of Castalia Advisors to conduct preliminary studies and prepare three Business Model Reports on key subsectors – energy efficiency, solid waste management, and affordable housing, that will set out Local PPP Business models.
“The PPP business models are concept designs for potential PPP Projects that are feasible in the current legal and regulatory framework. A potential PPP Project that meet market expectations can be approved and procured by LGUs as a PPP within 2 years and would serve as leverage in the utilization of the Project Development and Monitoring Facility” (PDMF) stated Executive Director Ma. Cynthia C. Hernandez of the PPP Center. The PDMF is a revolving fund managed by the PPP Center and available to implementing agencies for the procurement of advisory and support services related to the preparation, structuring, evaluation, procurement, probity management, financial close, and monitoring implementation of PPP projects.
The PPP Code and its Implementing Rules and Regulations were also discussed. The Center’s Director IV of the Capacity Building and Knowledge Management Service, Feroisa Francisca T. Concordia, delivered an insightful overview on the key features of the newly-enacted law.
The Workshop also featured detailed discussions on business models for each subsector, led by the WBG and Castalia Advisors. Following these presentations, representatives from LGUs provided valuable feedback on the draft models during the open forum.
The Workshop concluded with commentaries from resource persons from relevant national agencies which included Director Patrick Aquino from the Department of Energy, and Director Mark Aeron Sambar from the Department of Human Settlements and Urban Development.
The three-day event was attended by representatives from various LGUs such as Quezon City, Pasig, Makati, Iloilo City, Davao City, Mandaluyong, and Pasay.
