The PPP Center conducted an online capacity building activity (OCBA) titled PPP 101: Orientation on PPP Concepts and Processes for the University of the Philippines (UP) Manila on November 24, 2021 via Zoom.

Vice Chancellor for Planning and Development Michael Tee led the participants from UP Manila composed of officials and staff from the Office of the Vice Chancellor for Planning and Development, and the Campus Planning Development and Maintenance Office. Also present in the OCBA is UP Vice President for Development, Dr. Elvira A. Zamora, along with staffs from the Office of the Vice President for Development as it oversees the various PPP projects proposed and being developed by UP system.

Dr. Zamora thanked the PPP Center for helping UP understand the advantages of the PPP mode of project development since 2017, which resulted to 3 pipeline PPP projects being in the advanced stages of the PPP process namely: the PGH Cancer Care Center Project, the PGH in Diliman Project, and the UPLB Agro-Industrial IT Park. She added that another PPP project in the pipeline is UP Mindanao’s proposed Knowledge, Innovation and Science and Technology (KIST) Park which is under the early project development stages. Dr. Zamora remarked that this OCBA will help start the possibility of building UP Manila’s Dormitory Project using the PPP mode.

The introductory course conducted for UP Manila featured an overview of the Philippine PPP Program for SUCs, PPP concepts, applicable legal frameworks in the Philippines, and its accompanying project life cycle process. Also included in the discussion are the good practices and lessons learned gathered from the current proposed PPP projects of UP.

An upcoming PPP Project Concept Note Development Workshop will be conducted for UP Manila to help further refine and capture the project vision, details and updates shared by Vice Chancellor Tee during the plenary discussion between the PPP Center and UP.
