The Public-Private Partnership (PPP) Center conducted an orientation on the Philippine PPP Program and workshop on project identification, screening and prioritization for the Provincial Government of La Union (PGLU) on November 27, 2024, at Thunderbird Resorts, City of San Fernando, La Union.
The capacity building activity (CBA) aimed to update the PGLU on major developments in the Philippine PPP Program anchored on Republic Act No. 11966 or the PPP Code of the Philippines and its Implementing Rules and Regulations (IRR).
Through the CBA, the PPP Center was also able to assist the PGLU in the proper identification, selection, and prioritization of their PPP projects using appropriate templates and screening tools.
Director Feroisa Francisca T. Concordia of the Capacity Building and Knowledge Management Service highlighted the updated PPP concepts, institutions, and salient reforms under the PPP Code and its IRR. On the other hand, Project Development Officers Mary Anne P. Evangelista and Ma. Czarina R. Pelagio discussed the project identification, screening, and prioritization, as well as critiqued the participants’ workshop outputs.
During the activity, the participants identified four projects focusing on health, waste-to-energy, organizational productivity, and operational efficiency. The resource persons commended the participants for preparing detailed proposals which may result in a high potential of being refined into solicited PPP projects and/or receive technical assistance grants.
This CBA is specifically designed to cater to the needs of the PGLU on PPP project development, which was attended by around 110 officials, technical officers and staff from the sectors of Organizational Accountability and Governance, Resilient Communities, Economic Dynamism and Competitiveness, and Financial Stability.
