
The Public-Private Partnership (PPP) Center, in collaboration with the National Economic and Development Authority (NEDA) and Asian Development Bank (ADB), held a capacity building activity for the Department of Transportation (DOTr) on August 15-16, 2023, online via the Zoom conferencing platform.
The 2-day workshop focuses on the PPP project development and procurement specifically on financial and economic analysis, and minimum performance standards and specifications (MPSS) which included technical and practical discussions, individual exercises on sample economic model, group presentations on project finance, and case study of transport PPP projects.
The first day of the training featured presentations and exercises from the NEDA Infrastructure Staff – Transportation Division resource persons including Chief Economic Development Specialist Ms. Criselle S. Santos and Senior Economic and Development Specialist Engr. Melorie D.G. Lim, and national consultant of ADB PwC Philippines/Isla Lipana & Co. Engr. Johan G. Martinez. Topics covered included guided process on economic analysis of PPP projects, Investment Coordination Committee (ICC) requirements in evaluating economic analysis in the FS, and key concepts of MPSS.
Day two of the training-workshop focused on the interactive lectures and group presentations on financial modelling and analysis by ADB national consultant Dr. Vaughn F. Montes and was concluded with the discussion of Engr. Martinez on MPSS and key performance indicators (KPIs) of implemented transport PPP projects.
DOTr sought the assistance of the PPP Center, NEDA and ADB to capacitate its 30 technical personnel from the road, maritime, aviation, and railway sectors who are tasked to oversee the feasibility study (FS) preparation/development stage for its pipeline of PPP projects. Currently, a number of transport projects of the Department are under various stages of the PPP project life cycle.
