To realign with the evolving PPP landscape, the Public-Private Partnership (PPP) Center of the Philippines formally launched its revised Vision, Mission, and Core Values (VMV) during a pinning and signing ceremony held at the PPP Center Board Room in Quezon City on March 23, 2026.

The new vision, mission, and core values was formulated in a strategy refinement exercise on January 30, 2026, with the aim of aligning the Center’s vision, mission, and core values with the dynamic changes in the Philippine PPP landscape. This ensures that the PPP Center’s strategic direction remains relevant, focused, and aligned with its long-term aspirations.

To translate the Vision and Mission to clear and coherent priorities, the selected representatives from different services revisited and revised the PPP Center’s strategic goals and conducted an initial identification and alignment of strategic objectives and measures of success.

The result is a responsive and aligned VMV that will guide the Center to fulfill its mandate as the central coordinating and monitoring agency for all PPP projects in the country:

We are a globally recognized institution advancing inclusive and sustainable development for the Filipino people.

Mission
We improve the lives of the Filipinos through efficient and effective PPP facilitation that delivers transformative infrastructure and development services.

Core Values

Responsiveness – We respond promptly to changing priorities and emerging challenges surrounding the PPP Program by proactively addressing the evolving needs of our clients and working collaboratively to achieve efficient and effective solutions.

Integrity – We ensure transparency and accountability in our processes, consistently apply the rule of law in a manner guided by equitable treatment of all stakeholders, and uphold the principles of good governance.

Stewardship – We safeguard public trust and resources in the facilitation of PPPs, from project conceptualization to implementation.

Excellence – We maintain the highest standard of work through continuous improvement of our people, processes, and programs.

Expressing her appreciation to the people behind the new VMV, Undersecretary and Executive Director Rizza Blanco-Latorre thanked the Center’s employees for making this milestone possible. She highlighted the importance of translating the VMV into concrete actions. “These declarations are not just ink on paper but are here to build our togetherness and strengthen our shared commitment as we head towards the future – hand in hand, aligned, results-focused, with respect to our common venture,” Usec. Blanco-Latorre said.

A highlight of the the event was a video message from the Chairperson of the PPP Governing Board and Department of Economy, Planning, and Development Secretary, Arsenio M. Balisacan, who expressed his confidence in the Center’s renewed institutional statements.

“You are the builders of the bridges, both actual and metaphorical, that lead us from our present challenges to a thriving tomorrow. I have full confidence that with this renewed clarity of purpose, you will move forward more aligned, more inspired, and more resolute than ever,” Secretary Balisacan said.

The ceremonial pinning of PPP Center pins and the signing of the Vision, Mission, and Core Values board by officials and staff reaffirmed their collective commitment to uphold responsiveness, integrity, stewardship, and excellence in advancing inclusive and sustainable development for the Filipino people.

To conclude the pinning and signing activities, Assistant Secretary and Deputy Executive Director Eleazar E. Ricote paid tribute to the Center from its small beginnings as a unit assigned to different government agencies to a globally recognized authority on PPPs it is today.

He also saluted PPP personnel for their professionalism and commitment to its mandate. “We should imbibe our new vision, mission, and core values into our minds, hearts, and hands as we continue to commit ourselves to helping to build quality and responsive PPP projects for the benefit of the Filipino people,” Asec. Ricote said.

With the new VMV, the Center remains committed in ensuring the proper implementation of the Philippine PPP Program for a “Matatag, Maginhawa, at Panatag na Buhay” for every Filipino.
