The Public-Private Partnership (PPP) Center, in partnership with Infrastructure Asia and the Asian Development Bank (ADB), conducted an online capacity building activity (OCBA) titled Special Topic on Sectoral PPPs: Water PPP Projects on December 10, 2021 via Zoom.

Among the 38 participants to the OCBA are general managers, technical, and administrative officers, and staff from 12 water districts across the country. These include the water districts of Batac, Mapandan, Lubao, Muñoz, Malolos City, Jaen, San Pedro, Trece Martires, Camarines Norte, Metro Iloilo, Tagum, and Metropolitan Waterworks and Sewerage System; and representatives from the Mindanao Development Authority, Bataan PPP and Investment Center, Iloilo City, and KPMG Singapore.

The OCBA covered the following topics: The Philippine water sector, PPP structuring and legal framework for water PPPs, lessons learned and best practices in Philippine PPP water projects, introduction to Singapore water sector – public utilities board and roles of PPPs, key considerations in developing water PPP projects, selected Singapore water PPP case studies, and climate initiatives in Singapore water sector.

The panel of experts and speakers who shared their know-how included PPP Legal Contracts Specialist Atty. Maria Cristina Magdalena F. Villanueva (ADB National Consultant), PPP Center’s Project Development Officers Mr. Jhoel G. Jorda and Engr. Nathaniel C. Cachero, Engr. Paolo B. David from the PPP Center’s Project Monitoring Division, and KPMG Singapore’s Associate Director, Mr. Alex Ong.
