NRO PPP Workshop

The Public Private Partnership Center conducted a training-workshop for the National Economic and Development Authority Regional Offices on November 13-15, 2019 in Quezon City. This is part of the Center’s initiative to enhance the capacities of NRO PPP Focal Persons to provide initial PPP technical assistance to local implementing agencies interested in undertaking PPP projects, based on Training Needs Assessment conducted by the PPP Center.

Participants from 12 regional offices of NEDA were capacitated on project identification, project structuring, contract drafting, and allocation of project risks. The training also became a venue for the planning of PPP Knowledge Corners activities in 2020.

One of the major highlights of the PPP workshop was the presentation of updates and discussion on the Sustainable Urban Infrastructure Development (SUID) Master Plans funded by NEDA and are currently being developed for the following cities across the country:

1. Baguio City, La Trinidad, Itogon, Sablan, Tuba, Tublay (BLISTT)
2. Calapan City
3. Metro Tuguegarao
4. Vigan City
5. Metro Bacolod
6. Metro Iloilo
7. Metro Ormoc
8. Butuan City
9. General Santos City
10. Metro Cagayan de Oro
11. Pagadian City

In the proposed Master Plans, there are possible projects in the various sectors such as water, waste management, transportation, and information technology that may be implemented through PPPs.

“The Build Build Build program goes beyond the national projects, and in fact there is even more that we need to build at the local level. We need to work very hard, and everything that needs to be done has to be done. You, as focal persons have a big role to play,” said PPP Center Executive Director Ferdinand Pecson during his opening remarks.

NROs are one of the local partners of the PPP Center in ramping up PPPs in the local level through the establishment of PPP Knowledge Corners in 15 regions in 2017. This is the third PPP Workshop conducted for the NRO PPP focals.
