With the mandate to facilitate the implementation of the Philippine PPP Program, the Public-Private Partnership (PPP) Center offered its first PPP Learning Series for the year by introducing the Revised 2022 Implementing Rules and Regulations (IRR) of the Build-Operate-and-Transfer (BOT) Law, which was published on September 27, 2022 and took effect on October 12 of the same year.

This online capacity building activity (OCBA) was held on Tuesday via Zoom and streamed live through the Center’s official Facebook page.

Highlights from the discussions are the key provisions of the IRR and the processes on solicited and unsolicited PPP projects.

“This latest version of the IRR addresses stakeholder concerns on the bankability of PPP projects, further streamlines the approval process, and provides clearer language on key items identified during the stakeholder consultation,” Deputy Executive Director Jeffrey I. Manalo said.

Resource persons for the OCBA were Atty. Marq Jonathan C. Casipit, Division Chief of the Project Advisory Division from the Legal Service, and Atty. Phebean Belle A. Ramos-Lacuna, Director of the Policy Formulation, Project Evaluation, and Monitoring Service.

“The Center shall continue to improve the enabling environment for PPPs and champion the benefits of having PPPs as part of implementing agencies’ planning and programming processes. The current version of the IRR eliminates extra steps and clarifies ambiguous provisions in the hope of attracting more private sector participation,” Executive Director Ma. Cynthia C. Hernandez concluded.

Around 500 participants from all over the country attended the session which composed of officials and technical personnel from national government agencies (NGAs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), state universities and colleges (SUCs), local government units (LGUs), as well as representatives from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), regional line agencies, the Senate, and the private sector.
