The Public-Private Partnership (PPP) Center conducted a PPP Project Concept Note (PCN) development workshop for the Bicol Project Development Committee from June 28 to 29, 2022, at the National Economic and Development Authority (NEDA) Regional Office V in Legazpi City.

The two-day workshop gave the participants a better understanding of PPP concepts, the general features of the PPP project life cycle, and the main components of a PPP Project Concept Note. It also provided assistance in drafting a PPP Project Concept Note, which provides initial information about the proposed PPP project and a starting point for preparing a full-blown project proposal.

Among the participants include NEDA Regional Director Agnes E. Tolentino and Assistant Regional Director Edna Cynthia S. Berces, who also organized the workshop, selected Region V local government units, member agencies of the Bicol Project Development Committee, and technical officers from NEDA Region V.

The workshop yielded four initial PPP PCNs for the following proposed projects: 1) construction of the Camalig-Legazpi City Alternate Route (PNR Road Track); 2) sustainable and livelihood enhancement for abaca industry workers in Albay; 3) establishment of a common solid waste management facility for the Island Province of Catanduanes; and, 4) waste-to-energy facility for the Province of Albay.

The PPP Center training team led by Director John Dominic Z. Zafe of the Project Development Service, and OIC-Director Dionne Marga M. Larin of the Capacity Building and Knowledge Management Service, provided comments and inputs to the presented PPP PCNs for consideration and further refinement of the participants, and consolidation of the NEDA Regional Office V.
