The Public-Private Partnership (PPP) Center of the Philippines convened its Pre-Proposal Conference on January 19, 2026, at Cyberpod 5, Eton Centris, in Quezon City. The event serves as prequalification for consulting firms for their inclusion in the Panel of Project Preparation and Transaction Advisory (PPTA) Consultants and Independent Consultants (IC) under a Framework Agreement for the Project Development and Monitoring Facility, pursuant to the ADB Guidelines.

The event aims to provide a venue to orient interested consultants on the objectives, scope, and requirements for inclusion in the panel, address their queries and clarifications; and further understand the salient factors that interested consultants will consider in participating in a consulting opportunity.

Bringing together representatives from the Asian Development Bank (ADB), government agencies, the private sector, and potential consultants, the discussions highlighted the PPP Center’s continuing commitment to advancing well-prepared, bankable, and sustainable public-private partnership (PPP) projects that deliver meaningful outcomes for the Filipino people.

Under the framework, Project Preparation and Transaction Advisory (PPTA) Services cover advisory support in the preparation and due diligence of business cases, pre-feasibility and feasibility studies, project structuring, evaluation and negotiation of unsolicited proposals, and management of the bidding process, including assistance in evaluating financial close documents.

Meanwhile, Independent Consultant (IC) Services involve the provision of independent advice to the contracting parties during the design and construction phases of PPP projects, as well as monitoring the performance of parties during these phases, they may likewise be engaged during the operations and maintenance phase and the handover or turnover phase of PPP projects.

In her welcome remarks, Undersecretary Rizza Blanco-Latorre of the PPP Center emphasized that solid project preparation is the foundation of a successful public-private partnership.

“Comprehensive technical design, strong financial structuring, and a transparent transaction advisory process are essential in ensuring infrastructure, development projects, and services are bringing real value to the Filipino people” Usec. Blanco-Latorre said.

The PPP Center expressed its appreciation for the strong interest and active participation of stakeholders during the Pre-Proposal Conference, emphasizing that while the activity is not mandatory under the Asian Development Bank (ADB) Procurement Policy, it remains an integral component of a transparent, competitive, and fair selection process for the empanelment of consultants.
