PPP Center holds in-person training on Joint Venture Agreements for LGUs

The Public-Private Partnership (PPP) Center conducted an in-person capacity building activity titled Introductory Course on Joint Venture Agreements (JVAs) for Local Government Units (LGUs) on April 13-14, 2023 at the PPP Center Board Room in Quezon City.

The two-day training-workshop guided the LGUs in determining the appropriate legal and regulatory frameworks and the most suitable process for implementing LGU JV projects.

In his welcome message, PPP Center Deputy Executive Director Jeffrey I. Manalo shared that the introductory course is part of the Center’s local PPP strategy to support LGUs in developing and implementing PPP projects through JVAs.

The introductory course featured discussions on the Philippine PPP Program, PPP concepts and legal frameworks, JV terms and concepts, JV processes, and lessons learned from awarded local PPP projects.

The PPP Center training team was composed of officials and technical officers from the Center’s Capacity Building and Knowledge Management Service (CBKMS), Project Development Service (PDS), Legal Service (LS), Project Development and Monitoring Facility Service (PDMFS), and Policy Formulation, Project Evaluation and Monitoring Service (PFPEMS).

As the major output of the training, participants were able to apply their learning, particularly in reviewing and processing unsolicited JV proposals through a case study and workshop guide questions provided by the PPP Center training team. The participating LGUs were tasked to present and explain their findings while Ms. Gianna C. Capacia of the Project Development Service provided feedback based on their responses to the guide questions.

In the closing remarks, PPP Center Executive Director Ma. Cynthia C. Hernandez congratulated the participants and encouraged them to join the upcoming CBAs, namely Project Identification, Prioritization, and Structuring Workshop; and PPP Project Concept Note Development Workshop, to further build their competencies as implementors of PPP projects in their localities.

Twenty-three (23) participants composed of elected officials and technical personnel from the City Government of Trece Martires led by Mayor Gemma Buendia Lubigan; City Government of Tagum led by Councilor, Atty. Meliton D. Lemos; Provincial Governments of Camarines Norte and Davao Del Norte; and City Government of Makati attended the activity.

Also, representatives from the Department of the Interior and Local Government – Bureau of Local Government Development (DILG-BLGD) joined as observers in this two-day activity.
