The Public-Private Partnership (PPP) Center conducted a PPP Project Concept Note (PCN) Development Workshop for the Quezon City Local Government Unit (LGU) held on March 11 and 12, 2026 at the Meetings, Incentives, Conference & Exhibits Center of the Quezon City Hall complex, as part of its continuing efforts to strengthen local government capacity in developing sound, viable, and well-structured PPP projects.

The two-day capacity-building activity aimed to equip the city government’s various departments with the knowledge and practical skills necessary to prepare PCNs aligned with its development priorities.

The workshop, which was with combined plenary sessions and hands-on exercises, was facilitated by the PPP Center’s Capacity Building and Knowledge Management Service, Project Monitoring Service, and Project Development Service. Participants were provided with an overview of the Philippine PPP Program, including the PPP project development process for both solicited and unsolicited proposals, as well as the salient points of the recent PPP Governing Board Guidelines on PPP project monitoring framework and protocols under the PPP Code and its IRR.

To enable broader participation across the Quezon City LGU, the workshop was conducted in two batches. The first batch of attendees came from the various offices, namely: Local Economic Development and Investment Promotions, Treasury, Engineering, Budget, Market Development and Administration, the Quezon City Circle office, the Rosario Maclang Bautista Hospital, and legislative offices of Councilors Jullienne Alyson Rae V. Medalla and Joseph Juico.

Meanwhile, the second batch of participants came from the city departments of Housing Community Development and Resettlement, Building Official, Barangay and Community Relations, Public Order and Safety, Traffic and Transportation Management, Disaster Risk Reduction and Management, the Climate Change and Environmental Sustainability, Sanitation and Cleanup Works, Parks Development and Administration, Architect; Social Services and Development; Information and Technology Development; Health; Library; and from other offices such as the Novaliches District Hospital, and the Small Business and Cooperatives Development and Promotions Office.

A key component of the activity was the PCN Development Workshop, where participants collaboratively identified potential PPP projects and drafted initial PCNs. It was concluded with the presentation of outputs, feedback from PPP Center resource persons, and discussions on immediate next steps to further refine and advance potential PPP projects of the Quezon City LGU.

The PCN Development Workshop underscores the PPP Center’s continued commitment to support local governments such as the QC LGU, in strengthening proper pre-development capabilities to advance sustainable and impactful PPP development spearheaded by highly-urbanized cities.
