With the current administration’s directive to explore public-private partnerships (PPPs) to accelerate the delivery of infrastructure and public services, the PPP Center conducted a PPP Project Concept Note (PCN) Development Workshop for the Department of Transportation (DOTr) on November 3, 4, 7 and 8, 2022.

Around 40 participants from the railways, aviation, road and maritime sectors of the DOTr Central Office and its attached agencies, as well as administrative and legal officers, attended the hybrid activity.

The capacity building activity included lectures on the Philippine PPP Program, PPP concepts and legal frameworks, general features of the PPP project life cycle under the Build-Operate-Transfer (BOT) Law and its 2022 Implementing Rules and Regulations (IRR), and joint venture arrangements, Project Development and Monitoring Facility (PDMF), and PPP PCN development and its components.

Highlight of the activity was the presentation and critiquing of the project concept notes that each sector drafted during the workshop.
The resource persons were from the Center’s Capacity Building and Knowledge Management Service, Project Development and Monitoring Facility Service; and Project Development Service.
