As part of its Public-Private Partnership (PPP) Learning Series on the Build-Operate-Transfer (BOT) Law, the PPP Center conducted the first online capacity building activity (OCBA) on the “Guidelines and Procedures on Processing PPP Proposals for National Economic and Development Authority (NEDA) Board / Investment Coordination Committee (ICC) Evaluation and Approval” on February 9-10, 2023 via Zoom.
The OCBA covered processes and roles of entities involved in the approval processes, revised ICC list of documentary requirements for solicited and unsolicited national PPP projects, content of the parameters terms and conditions (PTC) forms and unsolicited proposal assessment forms, and ICC Evaluation criteria for the review and approval of proposed PPP projects under the BOT Law and its revised 2022 implementing rules and regulations (IRR).

The resource persons who delivered the lectures were from the PPP Center’s Project Evaluation Division, namely: Ms. Millie Jane C. Rigo, Mr. Georg Anthony P. Veloso, Ms. Camila S. Buduan, Ms. Silahis Frida R. Corpuz and Mr. Ryan Gabriel M. Vitales.

The activity was attended by around 340 participants, which were composed of officials and technical personnel from national government agencies (NGAs), government-owned and controlled corporations (GOCCs), government financial institutions (GFIs), state universities and colleges (SUCs), regional line agencies (RLAs), as well as representatives from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and the private sector.
