The Public-Private Partnership (PPP) Center’s Capacity Building Division (CBD) held an in-person capacity building activity (CBA) titled PPP Orientation and Project Identification Workshop for Local Economic Development and Investment Promotion Officers (LEDIPOs) of Davao del Norte for select local government units (LGUs) from the said Province on August 16-17, 2023, at the PPP Center Board Room.
The two-day activity employed a combination of lecture-based discussions and workshops introducing the Philippine PPP Program and the process of project identification, screening, and prioritization of PPP projects.
In particular, the first day focused on providing an overview of PPP concepts, legal frameworks and processes, the PPP Center’s framework for assessing local PPP codes, the process of identifying projects, some initial considerations in project structuring, and the method of using the Multi-Criteria Analysis (MCA) tool to screen potential PPP projects of the agency.
On the other hand, the second day started with a discussion of the best practices and lessons learned from awarded local PPP projects, before proceeding with the workshop on project identification, screening, and prioritization. This was followed by the presentation and critiquing of workshop outputs, which included a PPP project proposal and an accomplished MCA screening tool.
The ten (10) participants were from the following LGUs: Provincial Government of Davao del Norte; the City Governments of Panabo and the Island Garden City of Samal (IGACoS), and; the Municipal Governments of Kapalong and Talaingod.
The resource persons from the PPP Center were Ms. Kyle Angela M. Anibigno and Mr. Agape Sem B. Comendador of CBD, and Ms. Wynona Marie R. Silverio of the Project Monitoring Division.
