The Public-Private Partnership (PPP) Center conducted an online capacity building activity (OCBA) on the Fundamentals of Unsolicited PPP Proposals in the Philippines on October 12-13, 2021 via Microsoft Teams.

Resource speakers from the Center’s Capacity Building and Knowledge Management Service, Project Evaluation Division, Legal Service and Project Monitoring Division provided guidance to the implementing agencies (IAs) and private sector on managing and handling unsolicited PPPs.

The OCBA aimed to address the concern of IAs on bridging the knowledge gaps in managing unsolicited proposals. The PPP Governing Board Resolution No. 2017-08-03 or the Guidelines on Managing Unsolicited Proposals under Republic Act (RA) No. 6957 as amended by RA No. 7718 was the basis for discussion. Topics such as the Philippine PPP Program, PPP concepts and legal frameworks, and best practices in awarded unsolicited PPP projects were covered during the activity.

Around 80 participants from national government agencies, regional line agencies, local government units, government-owned or controlled corporations, state universities and colleges, and private sector attended the session.
