CDIA Workshop for LGUs

The Public-Private Partnership Center (PPPC) and the Cities Development Initiative for Asia (CDIA) provided a training-workshop for local government units (LGUs) in developing their own PPP project concept note. This initiative of the two institutions was conducted last May 17-18, 2018 in Quezon City.

LGUs from Luzon, Visayas, and Mindanao attended the said workshop. Representatives from Quezon City, General Santos City, Baguio City, Sto. Tomas, Batangas, Iloilo City, and Dipolog City participated in the activity.

The Project Concept Note Workshop is one of the identified activities under the collaboration between PPPC and CDIA. The overall objective of the activity is to enable LGUs to prepare Project Concept Notes which may aid decision-making in terms of moving forward to Project Development, and a required documentary submission for project preparation assistance of various Development Partners and Government Financial Institutions (GFIs). This institutional strengthening activity which is being supported by the German International Cooperation (GIZ) through its Cities Development Initiative for Asia (CDIA) program is crucial in building the technical capacity of LGUs in initiating their undertaking of infrastructure and development projects through PPP.

Part of the workshop was to familiarize the participants with the components of a project concept note and how the document can be utilized by the LGU during initial project development. The main output of the activity is the development of the participants own project concept note that they can share to their respective offices which will guide them to create an actual PPP project concept note.

The activity is just one of the programs under the Memorandum of Understanding (MOU) that PPPC and CDIA have signed. Other activities that are currently ongoing are the development of an LGU PPP Guidebook and capacity building program for the agency’s staff on Joint Venture (JV) framework with an objective to roll it out to LGUs.
