The Public-Private Partnership (PPP) Center, together with the Regional Development Council – Ilocos (RDC-1), organized a two-day capacity building activity (CBA) titled Course on Public-Private Partnership (PPP) Concepts and Pre-Development Activities for the Region 1 Project Development Assistance Center (PDAC) on October 25-26, 2023, at E.M. Royalle Hotel and Resort, San Juan, La Union.
The activity is part of the reactivation and operationalization of the Region I PDAC formed to provide technical assistance and advisory services to implementing agencies (IAs) in the region, and provide capacity building in terms of pre-development and development activities.
The PPP Center conducted the CBA focusing on introductory PPP concepts and processes, as well as pre-development activities for PPPs. As part of the workshops, the Center facilitated a walkthrough of the Multi-Criteria Analysis (MCA) tool to assist IAs in screening their list of potential PPP projects, and a simulation of the PPP project concept note review process in line with the Region I PDAC’s technical advisory function.
A total of 28 PDAC members composed of local planning and development coordinators, representatives of key regional line agencies (RLAs), and technical officers from RDC-1 participated in the sessions.
Mr. Agape Sem B. Comendador and Ms. Kyle Angela M. Anibigno of the Capacity Building Division, and Mr. Angelo R. Kabigting of the Project Development Service served as the resource persons for the CBA.
