The Public-Private Partnership (PPP) Center conducted an orientation-workshop on the Philippine PPP Program and project identification, screening, and prioritization for the Negros Oriental State University (NORSU) on December 17-18, 2024, at the NORSU Main Campus, Dumaguete City.
The training-workshop provided the participants an overview of Philippine PPP Program, including the updated concepts and institutions, and the solicited and unsolicited processes following Republic Act No. 11966 or the PPP Code of the Philippines and its Implementing Rules and Regulations.
NORSU President Dr. Noel Marjon E. Yasi shared in his opening remarks that the University has multiple projects lined up for 2025. However, with the limited appropriated funds allocated for state universities and colleges, NORSU is exploring PPP as an alternative financing and implementation option for these infrastructure projects. As an initial step, they have identified possible members of their PPP unit and gathered them in the said activity.
As part of the program, the participants also had a workshop on project identification, screening, and prioritization using the project information sheet template and multi-criteria analysis screening tool. Through the workshop, NORSU was able to identify potential PPP projects for their main and satellite campuses that seek to address the university’s need for additional student training and practicum facilities, knowledge centers, and commercial hubs.
Mr. Agape Sem B. Comendador, Division Chief of the Capacity Building Division (CBD), led the PPP Center team together with Ms. Kyle Angela M. Anibigno, Training Specialist from CBD, and Ms. Lavilla B. Dauag, Project Development Officer from the Project Development Service.
The activity was attended by around 40 members from the Planning and Development, Accounting and Budget, and Engineering offices. Representatives from the Provincial Government of Negros Oriental were also present in the session.
