PPP Center Capacitates LGUs on PPP Project Concept Note Development

The Public-Private Partnership (PPP) Center recently concluded the first run of the PPP Project Concept Note (PCN) Development Workshop, a two-day capacity building activity aimed at empowering local government units (LGUs) to create sound and viable PPP projects. The workshop took place on May 18-19, 2023, at the PPP Center Board Room in Quezon City.

The PPP PCN Development Workshop, part of the Center’s scheduled capacity building activities for 2023, provided LGUs with comprehensive knowledge on the components and process of developing a PCN. By creating a pre-development document, the LGUs were guided in transforming their ideas into feasible PPP projects.

During the two-day workshop, participants engaged in a combination of lecture-based discussions and workshops, which included the presentation and critiquing of outputs.

For the first day session, resource persons (RPs) from the PPP Center, Mr. Agape Sem B. Comendador of Capacity Building and Knowledge Management Service, Ms. Marikris Florenz G. Sevilla of Project Development and Monitoring Facility (PDMF) Service and Engr. Nathan C. Cachero and Ms. Ma. Czarina R. Pelagio of Project Development Service, delivered the following lectures, respectively: Refresher for PPP 101 and Project Identification, Screening and Prioritization; The PDMF; and PPP PCN Development and Components.

Meanwhile, the second day focused on the workshop wherein each LGU developed their own PCN for a potential PPP project within their locality. The participating implementing agencies were sorted by project sector (i.e., waste and sanitation, property development) and presented their concept notes for critiquing of the RPs.

The following LGUs participated in the workshop: Provincial Government of La Union, Provincial Government of Camarines Norte, Provincial Government of Lanao Del Sur, City Government of Bislig, City Government of General Santos, City Government of Makati, City Government of Calapan, Oriental Mindoro, City Government of Kidapawan, City Government of Naga, Cebu, Quezon City Government, Municipal Government of Majayjay, Laguna, and Municipal Government of Dolores, Quezon.

Looking ahead, the PPP Center is pleased to announce that the next run of the PPP PCN Development Workshop will be held in August. This upcoming workshop will be specifically tailored to accommodate officers and technical staff from select national implementing agencies.
