PPP Center Attends PPP Project Scoping and Transaction Structuring for the Puerto Princesa Airport Project

Along with the DOTC, the project’s main implementing agency, the PPP Center participated in the Project Scoping and Transaction Structuring Workshop on the Puerto Princesa Airport Development Project, a priority PPP project for rollout in 2011.

According to DOTC Assistant Secretary George D. Esguerra, the workshop was organized through technical assistance to the DOTC from Temasek Foundation, a Singapore-based non-profit organization that seeks to contribute to sustainable growth and opportunities for people in Asia.

Held on location at Puerto Princesa and concluded on 13 May 2011, the 3-day workshop focused on the scope, payment mechanisms, viability gaps, and transaction structure of the airport project. The workshop also intended to strengthen the capabilities of concerned government agencies in the development and implementation of an airport development project as a PPP transaction.

PPP Center Deputy Executive Director Cosette V. Canilao stressed that the best way to develop the PPP competencies of implementing agencies and local governments is through focused learning workshops in the context of real projects. This way, learning is practical and applied, not theoretical and academic.

The Puerto Princesa Airport Development Project, estimated at USD 92 Million, involves the rehabilitation/improvement of the existing Puerto Princesa Airport to meet the standards of the International Civil Aviation Organization (ICAO), through the construction of new landslide facilities in the north western side of the existing runway. It also includes the construction of new apron and connecting taxiways, upgrading of the existing 2.6 km runway and its strip, and the provision of new navigational and traffic control equipment.

The DOTC is currently preparing the PPP structure and bid documents for the project. The project is scheduled for tender towards the last quarter of 2011.
