The Public-Private Partnership (PPP) Center, in partnership with the National Economic and Development Authority (NEDA) – Regional Office I (NRO-I), held an in-person capacity building activity (CBA) titled “Project Development Assistance Center (PDAC) Project Concept Note (PCN) Development Workshop” on August 6-7, 2024 at the City of San Fernando, La Union.
The objective of the activity was to provide the members of PDAC and Lower Amburayan Development Corridor (LADC) with updated foundational knowledge and skills in PPPs and PCN development and to align with the operationalization of the Regional Development Council – Region I (RDC-1) PDAC’s role to capacitate local government units and regional line agencies under its jurisdiction.
The RDC-1 PDAC was reactivated in 2023, which kicked off with a CBA for its members on the Philippine PPP program and PPP PCN review and critiquing workshop. For 2024, the PPP Center extended assistance to the RDC-1 PDAC with an orientation on the new PPP Code and its Implementing Rules and Regulations (IRR) and a workshop on Project Development activities to its members and constituents from the LADC.
NRO-I Senior Economic Development Specialists Ms. Fatima Ross E. Perez and Engr. Richard M. Rivera opened the activity with a lecture on the Project Development Cycle and Generating Project Ideas, respectively. Following this, the PPP Center through its Capacity Building Division Chief Mr. Agape Sem B. Comendador introduced the PPP concepts and institutions under the new PPP Code and its IRR, and an overview of the salient reforms under the solicited and unsolicited PPP tracks. Lastly, the Project Development Service through Project Development Officers Ms. Ma. Czarina R. Pelagio and Ms. Lavilla B. Dauag discussed the PCN development process and conducted a workshop-critiquing activity.
The participants were composed of representatives from the regional offices of the Department of Environment and Natural Resources, Department of Science and Technology, National Commission on Indigenous Peoples, Department of Public Works and Highways, Department of Education, Department of Trade and Industry, Department of the Interior and Local Government, Department of Social Welfare and Development, and NRO-I Project Development, Investment Programming and Budget Division. Technical officers and staff from the Provincial Governments of Pangasinan, La Union, and Ilocos Sur also participated in the session.
