The PPP Center’s (PPPC) lineup of online capacity building activities (OCBAs) for 2022 offers new Special Topics on PPPs. In partnership with the Asian Development Bank (ADB), PPPC held its rollout of the Special Topic on PPP Project Development: Identifying, Quantifying, and Managing Contingent Liabilities on March 17, 2022 via Zoom.
A total of one hundred forty-two (142) participants composed of technical and administrative officers and staff from all implementing agencies which include the national government agencies (NGAs) and Government-Owned- and -Controlled Corporations (GOCCs) with their regional offices: Department of Health (DOH); Department of Public Works and Highways (DPWH); Philippine Space Agency (PhilSA); Department of Agriculture (DA) – Caraga Region; Department of the Interior and Local Government (DILG) – Regions III and MIMAROPA; DOH Centers for Health and Development – Central Luzon, CALABARZON, MIMAROPA, and Metro Manila; DOH Regional Hospitals- Batangas Medical Center, and Zamboanga del Norte Medical Center; and the Philippine Health Insurance Corporation (PhilHealth) – MIMAROPA.
The local government unit (LGU) participants include: Provincial Governments of Bataan (including the Bataan Public- Private Partnership and Investment Center); Occidental Mindoro, Sorsogon; Davao del Norte, and Albay; City Governments of Ormoc, Leyte; Balanga, Bataan; Island Garden City of Samal, Agusan del Norte, and Malabon; and Municipalities of Cabatuan, Iloilo; Kalibo, Aklan; Banton, Romblon; Las Nieves, Agusan del Norte; San Dionisio, Iloilo; Malay, Aklan; and Roxas, Palawan.
The resource speaker and ADB’s National Consultant to the PPP Center on PPP Risk Management, Mr. Vaughn F. Montes, discussed the following topics: Principles in the management of contingent liabilities and implications for PPP projects in the Philippines, and Examples of quantifying and managing contingent liabilities for PPP Projects in the Philippines.
Technical officers of the PPP Center’s Project Monitoring Division (PMD) also took part in the activity with Engr. Paolo B. David, Project Evaluation Officer, sharing the Center’s current efforts of monitoring and managing contingent liabilities in line with the Department of Budget and Management (DBM)-PPPC Joint Memorandum Circular No. 2018-01: Reporting of PPP Project Spending and Contingent Liabilities.
