Over 800 local government participants from the CALABARZON region learned how PPPs could be a part of their infrastructure development program in line with Executive Order No. 138, s. 2021 otherwise known as the Full Devolution Of Certain Functions Of The Executive Branch To Local Governments, Creation Of A Committee On Devolution, And For Other Purposes.
The online forum organized by the Department of the Interior and Local Government (DILG) Region IV-A entitled “Informed and Empowered Budgeting and Development Planning in the Context of Full Devolution” was conducted via Zoom on July 28, 2021.
Director Feroisa Francisca T. Concordia of the PPP Center was one of the resource speakers in the forum. She discussed how PPP could be one of the options that LGUs may consider in their investment programming in light of the bigger funds that LGUs will be receiving.
The recently signed EO allowed for the full devolution of certain functions from the executive branch to local governments under the Mandanas ruling, which increased the share of LGUs from the national taxes.
