PGH Diliman PDMF TA Approval

The PPP Center and the University of the Philippines (UP) signed on October 21, 2019 the Technical Assistance Agreement (TAA) for the project preparation and transaction services for UP’s proposed Philippine General Hospital (PGH) Diliman Project. The technical assistance will be funded through the Project Development and Monitoring Facility (PDMF) administered by the PPP Center.

Last September 17, 2019, the PDMF Committee, composed of NEDA, DOF, DBM, and the PPP Center, approved UP’s request for technical assistance for the PGH Diliman Project. The TAA will cover the following consulting services:

  1. Preparation of project feasibility study (FS) and project structuring for an integrated PPP mode of implementation
  2. Preparation of bid documents and assistance during PPP bidding process
  3. Assistance and advisory services until financial close

The proposed project involves the construction and operation of a PGH within the UP Diliman campus in Quezon City. It will be designed according to “Triple A” standards equipped with advanced medical facilities at par with top hospitals nationwide. The project will include a multi-storey tertiary care hospital, medical research center, ancillary facilities, and commercial areas that seek to provide facilities that are not found in the current PGH in Manila, such as oncology/hematology, neuroscience, developmental medicine, and disaster management facilities. It will also serve as a formal clinical research unit with dedicated facilities for educational endeavors and medical research.

The PDMF is a revolving fund that supports pre-feasibility studies, feasibility studies, and other necessary pre-investment activities to help develop bankable PPP projects, as well as assistance for effective monitoring of PPP project implementation. With an initial pool of P300 million from the national government, the PDMF is also augmented by development partner countries and multilateral agencies in support of the PPP Program. Under the administration and management of the PPP Center, the PDMF provides government agencies with the required expertise and strategies to prepare well-structured projects that are selected to be undertaken as PPPs. The Facility is available for all national government agencies, government corporations, local government units and State Universities and Colleges, throughout the country.
