Ormoc taps local consultants for water PPP project preparation

The City Government of Ormoc procured the services of local consultants for their Bulk Water Supply PPP Project through the Project Development and Monitoring Facility (PDMF). On July 21, 2020, the Joint Venture of Orient Integrated Consultants Inc., Engineering and Development Corporation of the Philippines, and University of the Philippines Los Baños (UPLB) Foundation Incorporated was awarded the consulting contract for the preparation and transaction advisory services of the bulk water project.

The Joint Venture of Orient Integrated Consultants Inc., Engineering and Development Corporation of the Philippines, and UPLB Foundation Incorporated is tasked to provide the project preparation and transaction advisory services in the following phases: Project Inception; Feasibility Study and Project Structuring; Preparation of Selection/Tender Documents and Assistance in the Competitive Selection Process; and Assistance and Advisory until Financial Close. Their services commenced on the same day the contract was awarded and will end on April 7, 2022.

The Ormoc Bulk Water Supply Project aims to provide a comprehensive water supply system capable of providing Level III service without interruption through the development of new water sources, construction of a bulk water supply facility and its appurtenances, upgrading of Level II to Level III water distribution facilities, and operation and maintenance (O&M) of the Project. The Feasibility Study for this project is expected to be submitted by the local Consultant in the third week of December.

The PDMF is a revolving fund that supports pre-feasibility studies, feasibility studies, and other necessary pre-investment activities to help develop bankable PPP projects, as well as assistance in the PPP bidding process and for effective monitoring of PPP project implementation. Under the administration and management of the PPP Center, the PDMF provides government agencies with the required expertise and strategies to prepare well-structured projects that are selected to be undertaken as PPPs.
