The City Government of Ormoc, in cooperation with the Public-Private Partnership (PPP) Center, conducted an Investors’ Conference for the Ormoc City Water Supply System Project on September 1, 2021 which was also broadcasted live via Zoom and Facebook.

The half-day conference sought to provide information on how investors can participate in modernizing Ormoc City’s water supply infrastructure through PPP.

In his opening remarks, Ormoc City Mayor Richard I. Gomez expressed the city’s need for a partner to undertake the design, financing, construction, operation, and maintenance of the City’s water supply system.

The project aims to provide a comprehensive water supply system to meet the demand for good quality and sufficient water supply, and an operation capable of continuous water service without interruption in the entire city of Ormoc.

PPP Center Deputy Executive Director Mia Mary G. Sebastian discussed the technical assistance that the PPP Center is providing Ormoc City for the project, in partnership with the Asian Development Bank through the Urban Climate Change Resilience Trust Fund.

In closing, PPP Executive Director Ferdinand A. Pecson emphasized how the project can improve the lives of the citizens of Ormoc City and challenged the parties to the water PPP to deliver affordable, reliable, and dependable service and an infrastructure that is sustainable and resilient to climate change.

A total of 36 prospective bidders attended the conference. Also present were PPP Center Director Lerma L. Advincula, 4th District of Leyte Representative Lucy Torres-Gomez, Ormoc City Vice Mayor Leo Carmelo Locsin, Jr., Ormoc City Administrator Vincent Emnas, and 15th Ormoc Sangguniang Panlungsod Majority Floor Leader Atty. Benjamin Pongos, who also authored the Ormoc City PPP Code.
