The San Pablo City Water District (SPCWD) opened the bidders’ eligibility documents for Phase II of its Bulk Water Supply Project (North Service Area) at the SPCWD Training Center on February 24, 2022. The Public-Private Partnership (PPP) Center attended to serve as observers in the said activity.

The project includes the finance, design, construct, drilling, and installation of production wells and filtration facilities, treated water reservoir, conveyance facilities , metered interconnections facilities, security perimeter fencing; and the operation and maintenance of the constructed facilities for 25 years.

Two bidders, JZ Aguiba Construction and Technical Services, Inc.; and the consortium of P.A. Alvarez Property Ventures Inc., M.E. Sicat Construction Inc., C.G. Integra Corp., and A.M. Gatbonton Ventures Corporation, submitted eligibility documents for the project.

After the evaluation of the submitted eligibility documents, the SPCWD Joint Venture-Selection Committee will release the results and issue the Notice of Eligibility/Ineligibility to the prospective bidders. Consequently, those who will be deemed eligible will be issued the necessary tender documents for the technical and financial proposals.

A pre-bid conference will be held prior to the submission of the said proposals to address questions and clarifications on the issued tender documents. The technical proposals will be first opened and evaluated to determine the technically complying bidders, followed by the opening and evaluation of the financial proposals.

Upon determination of the lowest bid submission, the winning Joint Venture Partner will be declared upon the approval by the SPCWD’s Head of the Procuring Entity, followed by the issuance of the notice of award and signing of the Joint Venture agreement.

SPCWD sought the assistance of PPP Center for the tendering of the project. As part of its Local PPP Strategy, the PPP Center aims to provide strengthened support to local government entities in developing and implementing their infrastructure and development projects. Since its launch in 2017, engagement with local implementing agencies (IAs) has expanded as they considered PPPs as a mechanism to build their infrastructure facilities.
