Getting local government executives to pursue infrastructure projects through public-private partnerships receives a big boost with the launch of the LGU PPP Manual held at the Sarabia Hotel and Convention Center in Iloilo City last March 26, 2012.

Taking off from the original BOT Manual for LGUs, the Public-Private Partnership Center (PPP Center), in collaboration with the National Economic and Development Authority, the Department of the Interior and Local Government, the World Bank, the Asian Development Bank, and the Local Governance Support  Program for Local Economic Development, updated and enhanced the manual aimed at  instructing local governments on the processes and requirements for specific projects that can be implemented under the Build Operate and Transfer (BOT) mode or what is now popularly known as public-private partnerships.

“We are providing our local executives this manual on public-private partnerships specifically for LGUs to enable them to undertake well-prepared projects that will positively benefit their constituents through the creation of more jobs and an improved delivery of basic services,” PPP Center Executive Director Cosette V. Canilao said.

Government is set to grow its infrastructure industry by increasing its expenditure and fueling the nation’s economic gains from the projects pipelined for 2012.

The country’s economic team is pushing for a high-end growth target of six percent for this year, mostly buoyed by a strong investor confidence.  The positive interest of the international business community is attributed to President Aquino’s advocacy of good governance.

Socio-economic & Planning Secretary Cayetano W. Paderanga emphasized the role of local governments as critical partners in pursuing inclusive growth for the Filipinos.

Paderanga pointed out that, “public-private partnerships should be used as a tool to attain inclusive growth for all Filipinos. Good governance is the principle which we will use to frame our decisions and actions in undertaking our strategy for development.”

The PPP Center will ramp up its efforts to provide more local government executives with the prerequisite trainings on the procedures, process flow and project cycles to successfully implement their local PPP infrastructure projects.
