Local implementing agencies (LIAs) are tapping the potential of public-private partnerships (PPPs) to address the challenge of delivering accessible and safe water for their constituents.
In the current pipeline of PPP projects in the country, there are several projects in the water sector. According to the PPP Center, LIAs such as San Pablo City Water District (SPCWD) in Laguna and the Dolores Water District (DWD) in Quezon Province, the Bislig City Water District (BCWD) in Surigao del Sur, the municipality of Baggao in Cagayan Province, and the City of Ormoc in Leyte will be tapping the private sector as partners in the construction and delivery of critical water facilities in their localities.
The Bislig City Water District (BCWD) in Surigao del Sur commissioned the consulting services of the Eptisa Philippines in November 2020 for their Water Supply and Septage Project by accessing the Project Development and Monitoring Facility (PDMF) managed by the PPP Center. The Project aims to provide sustainable potable water supply and proper sanitation to BCWD’s service area and cater further to adjoining barangays.
Meanwhile, the Baggao Water Supply Project of the local government of Baggao in Cagayan Province is now seeking approval of the NEDA ICC for the determination of Reasonable Rate of Return (RROR). The project is designed under a Build-Operate and Transfer scheme. It aims to provide water supply to its twenty-four (24) barangays.
In the Eastern Visayas region, Ormoc City is developing its Ormoc City Water Supply System PPP Project . This Project aims to provide a comprehensive water supply system to meet the demand for good quality and sufficient water supply, and an operation capable of providing Level III service to its service area on a 24/7 basis. The City has recently tapped the joint venture of Orient Integrated Development Consultants Inc., Engineering and Development Corporation of the Philippines and UPLB Foundation Incorporated as its technical adviser under the PPP Center’s PDMF.
In November 2020, San Pablo in Laguna and Dolores, in Quezon jointly issued a Notice of Award (NOA) to the Consortium of Udenna Water Integrated, Inc, Inclam, S.A. and Optimus Engineering and Construction to build the PhP103 million Lumbo Spring Bulk Water Supply Project.
Under the PPP Center’s Local PPP Strategy, LIAs are provided focused technical advisory assistance for their PPP projects which increases its viability and potentials for private sector participation.
