The Cities of Alaminos, Dagupan and San Fernando (the “LGUs”), with the support of Poro Point Management Corporation (PPMC), NEDA Regional Office 1 (NRO 1) and the Public-Private Partnership (PPP) Center, signed a Technical Assistance Agreement (TAA) with the Cities Development Initiative for Asia (CDIA) for the Project Preparation Study (“PPS”) for the Tri-City Ferry System (TCFS) project on November 5, 2021 via Zoom.

During the signing, the three cities were represented by Alaminos City Mayor Arth Bryan C. Celeste, Dagupan City Mayor Marc Brian C. Lim and City of San Fernando City Planning and Development Coordinator Brix Caesar D. Cafuir (on behalf of Mayor Hermenegildo A. Gualberto). The CDIA, one of the long-time institutional partners of the PPP Center in boosting local PPPs in the country, was represented by ADB Project Officer of CDIA Lara Arjan.

Under the TAA, the CDIA will provide funding for the procurement of consultants for the project which will be undertaken through the PPP scheme. The consultant will prepare the PPS, which includes among others the feasibility study, PPP contract, and bid documents.

The TCFS Project is envisioned to improve connectivity among the three cities, boost the tourism potential of the loop and the region, and enhance economic growth.
