The City Government of Iloilo conducted a public consultation for its City Slaughterhouse Project held last October 22, 2021, via Zoom.

Through its PPP Selection Committee, Iloilo City was assisted by the Public-Private Partnership Center of the Philippines and the United States Agency for International Development (USAID) for the said public consultation.

In his welcome remarks, Iloilo City Mayor Jerry Treñas encouraged the private sector and other stakeholders to support the City Slaughterhouse Project and help Iloilo City weather the challenges brought about by COVID 19. He added that the Project aims to increase animal head production capacity and acquire at least Double-A accreditation from the National Meat Inspection Service (NMIS).

“The potential revenue for this project is worth your time and investment. May this stakeholders’ meeting offer a blueprint for local leaders, private partners, and participants in ensuring a dynamic and progressive Iloilo City,” Mayor Treñas said.

The consultation provided the various stakeholders a briefing on the conceptual design and technical aspects of the City Slaughterhouse Project and presented to them a chance to ask questions and discuss concerns about the Project. Iloilo City also conducted a willingness to pay survey as part of the project study.

The benefits of the project

The City Slaughterhouse Project, proposed to be undertaken as a joint venture (JV) with a private sector partner, is expected to bring numerous benefits to the people of Iloilo. It will have a higher service level because of the targeted NMIS Double-A accreditation. When completed, the Project will be the first NMIS-accredited slaughterhouse in the Province of Iloilo. The sanitized operations will also result in a higher quality of meat.

The improved facilities will lessen the downtime in operations, making the slaughterhouse more stable and competitive. The supply of meat products will be more reliable since the slaughterhouse operations are mechanized. All of these benefits will redound to delivering better services to the public.

The solicited JV slaughterhouse is a project of the city government of Iloilo, with an estimated project cost of PhP 139.35 million. Meanwhile, the private sector partner will design, finance, construct and operate and maintain the project, within a 25-year concession period. Among the key participants in the Public Consultation were PPPC Project Development Service Director Atty. Maria Lerma Advincula, PPPC project manager, Mary Rose Santillan, Iloilo City PPP-Selection Committee and City Planning & Development Coordinator Jose Roni S.J. Penalosa, National Meat Inspection Services – RTOC 6 Director Dr. Fernando N. Lontoc, ECOSYSCORP President Anabelle Herrera, USAID Partners, and private organization leaders, meat vendors, and other stakeholders.
