Albay Governor Joey Salceda, Chairperson of the Region V Development Council, cited the role of public-private partnerships in promoting Bicol region’s competitiveness.

In promoting the region’s competitiveness, Gov. Salceda stressed that local government units (LGUs) can consider the PPP option in pursuing various infrastructure projects to attract more investors in the region and spur economic activities.

Gov. Salceda identified viable PPP projects for LGUs in Bicol to accelerate economic growth like road networks, solid waste management facilities, public markets, slaughter houses and water facility projects.

Gov. Salceda addressed this message to participating LGUs to the region-wide Public-Private Partnership (PPP) Orientation Workshop in the Bicol Region organized by the PPP Center held at the National Economic and Development Authority (NEDA) Region V Conference Room in Legazpi City, Albay last September 4, 2012.

This was attended by representatives from 4 provinces, 16 cities and municipalities, 3 regional line agencies, 6 state universities and colleges, and 4 government-owned and controlled corporations.

To date, the PPP Center has conducted nine regional orientation workshops on PPP gathering around 316 LGUs. The Center is set to conduct four more before the end of 2012 in Northern Mindananao, Zamboanga, Ilocos and Easter Visayas Regions in partnership with the NEDA Regional Offices and in collaboration with the Department of Interior and Local Government (DILG) Regional Offices.

In all workshops with the PPP Center, participating LGUs are provided free copies of the three-volume LGU PPP Manual which includes discussion on the PPP concepts and framework, project preparation and development processes, and a compilation of template documents and sample PPP project templates for shopping center and public market, government administrative center, and water supply system.
