Following the successful tender of DepEd’s PPP for School Infrastructure Project (Phase I) last October 8, 2012, the Department of Health (DOH) has officially rolled out and issued the invitation to qualify and bid (ITB) for the Modernization of the Philippine Orthopedic Center (MPOC) project last November 18, 2012.

Driven by the universal health care and affordable medical care agenda of the government, the new Philippine Orthopedic Center is intended to contribute towards providing comprehensive health services for the prevention and treatment of bone and joint diseases.

The project, estimated to cost PHP 5.6 billion, involves the construction of a 700-bed capacity super-specialty tertiary orthopedic hospital that will be located within the National Kidney and Transplant Institute (NKTI) compound in Quezon City.

The private sector partner, which will be chosen through an open and competitive bidding, shall design, build, finance, operate and maintain the facility for a period of 25 years. The facility will be transferred to the DOH when the concession period ends.

“It is our hope that like the recently awarded PPP for School Infrastructure Project, the DOH’s MPOC project will also be well-received by investors and the public. This project is a testament to the government’s dedication in providing affordable and quality public health services to our people…,” expressed by PPP Center Executive Director Cosette V. Canilao.

To invite more potential partners in the Program, the PPP Center, DOH and other concerned agencies participated in the recently held Philippine-Singapore Business Council Mission.

Alongside this event, an international roadshow promoting the MPOC project was also conducted. This is to invite more players and welcome innovative practices that will benefit the public, while ensuring reasonable returns to private partners.

Bidding is open to all interested private partners, subject to the conditions for eligibility under the BOT Law and the bidding documents. As indicatively scheduled by DOH, a Pre-Bid Conference is slated to commence on January 25, 2012. Interested investors may submit their bids on or before March 26, 2013.

Properly prepared project thru PPP Center

The MPOC project is a recipient of the PPP Center’s Project Development and Monitoring Facility (PDMF) support which provides implementing agencies like the DOH access to internationally renowned consulting firms to help in the preparation of pre-feasibility and feasibility studies of the project, and other transaction advisory services. A consortium led by Deloitte Touche Tohmatsu India Pvt. Ltd., an internationally recognized consulting firm, was engaged through the PDMF to provide said services.

Aside from PDMF support, the PPP Center also provides technical advisory, project facilitation services, and capacity building support to implementing agencies and local government units in ensuring that PPP projects are developed and implemented effectively.
