The Department of Trade and Industry (DTI) Region 2, in collaboration with the PPP Center, conducted an Online Capacity Building Activity (OCBA) on PPP Project Identification and Structuring for selected local government units (LGUs) in Cagayan Vlley on July 7-8, 2021 via Zoom.

The OCBA enabled the participants to understand the Philippine PPP program including the applicable legal frameworks and project life cycle processes, to appreciate the value of conducting pre-development activities for local PPPs, to recall lessons learned and best practices from ongoing local PPP projects, and to develop their own initial PPP project proposal.

A total of 76 participants composed of representatives from 20 Cagayan Valley LGUs, the DTI Regional Office 2 and its field offices, and the National Economic and Development Authority Regional Office 2 attended the OCBA.

The intended output of the OCBA are detailed PPP project proposals on suitable LGU PPP projects that underwent initial identification, selection, prioritization, and initial project structuring.

In line with this, four LGUs presented their PPP project proposals namely the Provincial Government of Nueva Vizcaya (Nueva Vizcaya Retirement Village Project), City Government of Tuguegarao, Cagayan (Tuguegarao City Integrated Terminal Exchange Project), City Government of Santiago, Isabela (New Public Market Redevelopment Project), and the Municipal Government of Roxas, Isabela (New Roxas Public Market Redevelopment Project).

After the presentation of the LGUs, the PPP Center panel informed them of the appropriate steps in pursuing the project such as further refinement of the project concept, establishment of a local PPP code, establishment of Project Management Team or Selection Committee, or the development of a detailed Project Concept Note to guide in the development of their PPP projects.
