
With support from the Public-Private Partnership (PPP) Center and the Asian Development Bank, the Department of Transportation (DOTr) and the Manila International Airport Authority (MIAA) held the Submission and Opening of Qualification Documents for the P170.6-billion rehabilitation project of the Ninoy Aquino International Airport (NAIA) on December 27, 2023, at the DOTr office in San Juan City.
In his opening message, DOTr Secretary Jaime J. Bautista highlighted the significance of the project and the positive outcomes it is expected to deliver for passengers.
“This is a very important project as we want all our passengers to improve their travel experience. This airport is currently very congested since the capacity is only about 30 million. We’re expecting that this project will improve it to 60 million passengers per annum,” he said.
The Pre-Qualification Bids and Awards Committee (PBAC) led by Undersecretary Timothy John R. Batan as chairperson, oversaw the preliminary review of the qualification documents submitted by four bidders – Manila International Airport Consortium, Asian Airport Consortium, GMR Airports Consortium, and SMC SAP & Company Consortium.
The Manila International Airport Consortium is composed of GIP EM MIAC PTE, Ltd., Aboitiz InfraCapital, Inc., AC Infrastructure Holdings Corp., Alliance Global Infracorp Development, Inc., Asia’s Emerging Dragon Corp., Filinvest Development Corp., and JG Summit Infrastructure Holdings Corp.
Asian Infrastructure and Management Corp., Cosco Capital, Inc., Philippine Skylanders International, Inc., and PT Angkasa Pura II form the Asian Airport Consortium
The GMR Airports Consortium is comprised of GMR Airports International B.V., Cavitex Holdings, Inc., and House of Investments, Inc.
San Miguel Holdings, Corp., RMM Asian Logistics, Inc., RLW Aviation Development Inc., and Incheon International Airport Corp. form the SMC SAP & Company Consortium.
The PBAC intends to announce qualified bidders on January 6, 2024. The tentative schedule of the rest of the procurement activities are as follows: opening of the technical proposals by qualified bidders on January 15, with the compliant technical proposals being proclaimed by February 9; opening of financial proposals of qualified bidders on February 14, with the DOTr expected to award the contract the next day, or February 15, 2024. With this, it is anticipated that the operations and maintenance start date for the project will be on September 11, 2024.
President Ferdinand “Bongbong” Marcos Jr. approved the solicited PPP to rehabilitate the NAIA on July 19, 2023.
