The Public-Private Partnership Center of the Philippines (PPP Center) recently concluded three legs of PPP orientation for the Department of Agriculture (DA), with the final leg successfully undertaken  from October 5 to 7, 2011 in Cebu City. This introduced the Department to an overview of the PPP concept and its applications.

The 3-day orientation-workshop familiarized the participants with the whole PPP project development stages and how the PPP option can be utilized to further the agency’s service delivery.

Participants came from DA Regional Field Units (RFUs) II, VI, VII, VIII, IX, X, XI, attached agencies such as the National Agribusiness Corporation (NABCOR), the Philippine Center for Post-Harvest Development and Mechanization (PhilMech) and other DA national offices.

In line with the Administration’s push for the Program, actual DA projects were discussed and their viability, using PPP modes as financing options, was explored.
The increase in knowledge on the use of PPP by key units of DA is also expected to result in more DA applications for use of the Project Development and Monitoring Facility (PDMF), according to Director Eleazar Ricote, head of the PPP Center’s Capacity Development and Knowledge Management Services.

Formed under Executive Order No. 8 which established the PPP Center, the PDMF is a revolving fund that supports pre-investment studies of projects that are aligned with  infrastructure and development priorities identified under the Philippine Development Plan 2011-2016.

The first two legs of PPP training were held from February 23 to 25, 2011 and from August 31 to September 2, 2011. The first leg involved DA heads and other while second leg participants included DA RFUs I, III, IV,V, attached agencies such as the National Food Authority (NFA), National Irrigation Administration (NIA), National Agricultural and Fisheries Council (NAFC), PhilMech, and other DA national offices.
